Pennsylvania House Swiftly Approves Counseling Compact; National Autism Advocate Calls on Governor Shapiro to Sign the Compact Without Delay

OCONOMOWOC, WISC. – The Pennsylvania House of Representatives on June 30, 2026, swiftly approved Senate Bill 604, The Counseling Compact, by a 188-14 vote. Americans for Autism Advocacy (AFAA) issues the following comment:
“By swiftly approving the Counseling Compact on Tuesday, the Pennsylvania House of Representatives has sent a powerful message that mental health access is a vital priority. This legislation ensures that neurodivergent residents across the Commonwealth from Pittsburgh to Norristown can access high-quality counseling services while maintaining rigorous licensing standards. With more than 62 percent of Pennsylvania communities currently underserved and a school counselor-to-student ratio of 317:1, this compact represents a critical step forward in addressing these significant service gaps. Americans for Autism Advocacy calls on Governor Shapiro to sign Senate Bill 604 without delay.’’
