Dishonest and Disingenuous Illinois Homeschool Act Held Up by the House of Representatives After Intense Scrutiny

04.15.2025

State Rep. Terra Costa Howard went on a nonsensical rant claiming over 40,000 witness slips opposed to HB 2827 is misinformation. The facts show Illinoisans are fed up with dishonest lawmaking in Springfield.

SPRINGFIELD, ILL. – Friday April 11, 2025, was the third reading deadline for bills introduced in the Illinois House of Representatives for advancement to the Senate.  House Bill 2827, The Homeschooling Act, failed to make it to a full floor vote and was re-referred to the Illinois House Rules Committee. Americans for Autism Advocacy (AFAA) issues the following comment:

“The Illinois House of Representatives leadership had no choice but to re-refer House Bill 2827 back to committee as the bill faced a deadline for advancement. Rep. Terra Costa Howard (D-Lombard) made a scene on the floor of the Illinois state House by claiming 40,000 individuals signing witness slips opposed to HB 2827 is misinformation. The true misinformation is Rep. Howard being dishonest and disingenuous to Illinoisans by jamming multiple pieces of legislation into one bill. The Illinois Homeschooling Act faces multiple legal and constitutional issues as the bill can and will not stand scrutiny in court. Rep. Howard should think about the legal ramifications of her dishonest omnibus bill before throwing another unladylike temper on the floor of the Illinois House of Representatives.”
